First of all I would like to know your GMAT score in order to suggest you where Brock University stands in terms of ranking because MBA ISP course does not require GMAT so it would be not fair to rate it in terms of ranking compared to other universities. As you would have already done lot of research on Canadian Universities for MBA, you would be surprised to know that there are not many universities in Canada offering MBA and to be precise a Very Few conducts MBA without GMAT. So far i have heard of roughly 3 universities offering mba without gmat. Those are; Vancouver Island University, Brock University and University Canada west.
It is good university in terms of infrastructure and facilities but yes average compared to University of Toronto or York University. Even some professors are good in MBA ISP course. But if you have GMAT above 550 and seeking for admission. I would say you should apply to other universities too. Brock recently started MBA program and does not have too much recognition in the market compared to other universities like ryerson,uft,york and many more. But one of the biggest plus point of mba course at brock is, it has AACSB International Accreditation which is prestigious for a mba course without GMAT requirement.

I thought you were asking for mba isp, since I am currently taking that course so my answer was directed to that.
Since you are taking Computer science, I would say Brock does have good reputation for other courses. Yes, it is mandatory to have GRE and IELTS for any graduate courses. If they are not asking for GRE that means you have to question the recognition or reputation of the university. Another factor that influences your requirement for GRE is, which undergraduate courses you took in past. If the admission committee feels that you need to demonstrate certain quantitative knowledge for the graduate course, then they would ask for GRE score. So far as I know only UK allows student without IELTS or other exams, but for other countries like USA, Australia, Canada there is strong requirement of these exams for visa purposes too.
Whereas, talking about whether to choose Canada or Australia, the answer is obvious on my point of view. I would prefer Canada over Australia for many reasons,
1. You are more likely to find job in Canada than in Australia because of flexible work permit for students. In Canada, even if you don't have an employer, still you are automatically eligible for work permit of 3 years once you are done with 2 years course. So you have 3 years of time to stay in canada and look for job.
2. Australia was in bad picture recently due to racism issue, whereas, Canada is quite inviting to international student and embrasses diversed cultures.
3. You will find all universities in Canada meeting the standards of education set by government of Canada as majority-98 percent of universities in Canada are controlled and funded by government of Canada. Therefore, you are least likely to be cheated on basis of accredition or affiliation of university.
4. Applying for PR is much more easy in Canada as you would have the benefit of staying for longer period in this country so it would be very easy for you to accumulate points.
